The purchase date for licenses is forwarded to the MIE by the ASN Processor.  In the event a license record exists on the MIE without a date purchased, a date purchased will be automatically filled in each time license migration runs.  The date purchased will be filled in using the date harvested (which is often the date the license record was created).  In the event there are multiple license records that were created by a single ASN record (any time license count is greater than 1 this is likely to be the case), then the earliest date harvested will be used.

Prior to checking for license migration, ALL license records will be populated with a purchase date.  Purchase date is used to determine a license record's eligibility for migration.
