The MIE can be set to automatically migrate qualifying licenses.  When you have sufficient owned entitlements, specifically entitlements that allow you to move to the next version, those entitlements can be leveraged automatically by the MIE to keep your owned licenses at the latest version afforded you by your entitlement(s).
