In order to keep from checking every entitled license every time Consolidate runs, and since upgrades are usually released by the publisher infrequently, eligibility for migration is checked every three days. 

 

For licenses that were recently allocated entitlements (for example, when additional entitlement “owned” position is added), the test for eligibility will happen no later than the next Consolidate to run after the new entitlement “owned” position has been processed.  This means it may take two Consolidate runs to actually migrate licenses that received new entitlement coverage.
