Once the MIE determines if any eligible licenses have been defined, it then checks the current license table for all eligible licenses that were purchased within the grace window, using the purchase date of the license to make that determination.  The grace window is defined as the number of days before the start of the owned entitlement during which the license was purchased.  If the license was purchased during the grace window, and it represents less than or equal to the number of units to migrate (as defined in the owned entitlement record), it will be selected for migration.  The grace window is set via one of the settings in Entitlement Definitions.
