The start date is determined as follows, based on the settings:

If the Charge Per setting is blank or set to -One Time- then the start date will be today's date.

Otherwise, the start date is calculated in the following order:

1. Hard start date (if entitlement starts is not blank)

2. Contract start date (if starts same as contract is checked)

3. Today's date (if starts when authorized is checked)

4. Nearest anniversary date in the past (if an anniversary date is filled in and an entitlement duration is specified and the end date is set to be referenced to the nearest anniversary date)

5. Today's date (otherwise).
