All owned entitlements MUST be tied to an existing Entitlement Definition AND one of the covered MSL titles defined in that Entitlement Definition (covered titles are defined as either Enterprise or Optional).

The user interface will limit selection of an MSL title to only those defined as covered at the time you create an owned position record.  However, that does not prevent you from later removing the title from coverage.  If you do subsequently remove the tied title from coverage (by removing it from both the Enterprise and Option lists of the Entitlement Definition), the owned position record will then be ignored by the MIE and will not be used.
