For each entitlement deployed, there must be an entitlement owned, similar to how licenses work.  Entitlements offer additional "rights" over and above the rights extended by the license.  An example is the right to upgrade to the next version without charge due to being covered by software maintenance.  Entitlements usually have a fixed period of performance and, depending on the entitlement, the rights afforded by the entitlement expire once the period of performance expires.
