When software has been selected for harvesting, it will be handled differently depending on whether or not  license units have been allocated.

It is possible for MSL software to exist in an authorized, but not covered (allocated) state, for a given asset.  You are permitted to harvest it no matter which state it is in.  In the case where an MSL item was authorized but not covered, the harvest event simply removes authorization for that MSL item to be on that asset.

If an MSL item is covered by a license and is harvested, the license is returned to the un-allocated pool.  It's authorization is also removed.
