If the MIE has migrated licenses of a given title, and then subsequently you remove that title from coverage under the entitlement definition (meaning you remove it from both the Enterprise and Optional lists for the entitlement definition), the MIE will reverse all migrated licenses for that title on the next Consolidate run.  Once reversed, the now freed-up owned count will be used to migrate any remaining eligible licenses.

Also Note - if you remove an MSL title from coverage under an entitlement definition, and you have assigned any owned entitlement positions to that title, those owned positions will be effectively nullified at that point (and will not be used by the MIE).  Any entitlement position owned must be tied to an entitlement definition and a covered MSL title, or it will be ignored.
