If a positive, non-zero value is entered in the EUR Override field of a given authorization record, either via the user interface or through import, that value will be the controlling value for the official EUR for that authorization.  Any other attempts to change the EUR - even through the user interface - will be overwritten with the override value. The override is checked and compared to the current EUR every time Housekeeping runs.  If the values differ, the override value is written to the EUR.
