To establish a compliance picture, the MIE tracks two independent views:

1.  The authorized (deployed) view

2.  The licensed view

When these two views agree with each other, you are in compliance.

The authorized view is established by activity through the Software Request Portal, bulk authorizations, status-based authorizations, Configuration Item-based authorizations, and also by autodiscovery of rogue MSL installations.

The licensed view is established in one of two ways:

1.  High volume activity is generally fed to the system through the ASN Processor.

2.  Low volume activity can be manually entered via the Manage Licenses menu option.
