Determining if Utilization Criteria are met

The MIE checks for low usage during each Consolidate run.  When checking for low utilization, the MIE checks the usage log for all records that match a given authorization record.  All records that match MUST meet the minimum utilization criteria for the authorization record to be considered as having met the criteria.  

For example, if an authorization is assigned by workstation, and if several people use the application on the given workstation, then ALL users' usage records must meet the minimum utilization specifications before that authorization will be acted upon.  If, by example, there are ten users, and only one user exceeds the minimum utilization target, then the authorization will be considered as not meeting the minimum specified, and will not be acted upon.
