AA Inputs For IBM PVU

The following matrix describes the data points used for calculating the license units required for IBM Processor Value Units (PVUs).  IBM provides a look-up table based on processor manufacturer, and then optionally the manufacturer and model of the server chassis or the number of processor sockets (depending on the type of processor).  IBM allows sub-capacity licensing and the core count required by IBM is the high water mark (highest number of cores assigned to the MSL title) during the reporting period, unless the processor/server combination is IBM, supports "capped" partitioning, and the LPAR is configured as "capped".  In that case, the assigned core value is used (since it would not have fluctuated during the reporting period.)
