Rogue Authorization

Auto-discovered software titles that match recognition will be checked for an existing authorization.  If an authorization does not exist for the title for the specific device on which it is found or user found using it (depending on how the authorization is to be assigned), the MIE will issue a rogue authorization and will stage a charge against the cost center or department or business unit of the machine (if the title is to be authorized by device), or of the person (if the title is to be authorized by user), or of the group (if the title is to be authorized by group) on which the software was found.

If the SLMRogueAuthorizeNonMSL setting is set to -1, even titles that have their Item is officially on the MSL setting unchecked (meaning the title is not considered to be on the MSL) will be rogue authorized as described above.  If this setting is set to 0, then titles that are not officially on the MSL will not be rogue authorized.
