When you open a workflow using the Graphical Workflow Designer, the workflow record and all of its associated process point records are locked on the MIE.  This is to prevent someone from making changes to your workflow while you are busy working on it.  The Graphical Workflow Designer will only allow you to open workflows that are either not locked, or are locked by you.

When you save and close your workflow, the records will be returned to their previous locked, or unlocked, state.

NOTE:  You will not be given the ability to open a workflow using the Graphical Workflow Designer if the main workflow record is locked or any of its associated process point records are locked by someone other than you.
