Charging for previous installations

When a rogue MSL discovery is made, the MIE will automatically authorize the rogue MSL item and stage it to be charged.  However, in the event that the MSL item had previously been installed on the asset and had previously been charged, charging again might not be proper.  Therefore, when a rogue discovery is made, the MIE will determine if the item should be charged by checking all history for all charges and credits - this includes checking the adjustments table for any pending credits/debits.  If the asset has been charged for the MSL item more times than it has been credited, it will not be charged again.

This behavior only applies to rogue discoveries.
