The Value Analysis Tool (VAT) is used to perform net present value Return on Investment (ROI) business cases.  It is primarily intended for building a model that can be used to run many different scenarios around a similar decision.

VAT offers two interfaces - one that allows building back-end models and questionnaires, and one for end users of the models to make their various runs.  The model building interface is for experienced modelers.  The interface for end users is fairly intuitive and is primarily a web-based questionnaire that is filled in to produce a Return on Investment (ROI) report.
