Unassigned asset records

There may be occasions where asset records otherwise match an existing budget item (business information matches, purchase date matches, asset type matches) however its information does not get rolled up and it is therefore skipped and unassigned.  This will happen due to any of the following cases:

1. The asset record has no IT project assigned yet there is an IT project assigned to every budget item within the current budget (meaning there is no "open" budget item against which this asset's information may be assigned).

2. The asset record has an IT project assigned and it does not match any of the IT projects assigned to any of the budget items for the current budget.

In such cases the housekeeping log will record that as an unassigned asset and the details of that asset will be recorded in the Housekeeping error file.
