Budget window settings allow establishing notification criteria for before the window opens and before the window closes.  This is to allow notification of budget participants of an upcoming window open or close event.

The notification will begin the number of days specified before the event and use the workflow assigned.  In the event that the notification window is larger than 7 days, subsequent notifications will be sent every 7 days until the window opens (for open notifications) or ends (for end notifications).
