The Interviews and Questionnaires capability is typically used by consultants (internal or external) performing any type of discovery.  It allows creating and maintaining a global set of questions, organizing questions into questionnaires, and then setting up and conducting interviews using the questionnaires.  One or more consultants can participate in an interview, and each can see the others' answers.
