Import/Export supports two different modes of operation:

Administrator
User

If you have administrative privileges, you will be presented with the ability to set up new import or export jobs, and/or manage the definition of existing jobs.  

If you have only user privileges, you will be able to run pre-defined import or export jobs, and you will be able to upload/download CSV files.  You will not be able to manage any other settings.
