In order to sum actual purchases and track that sum against the intended budget item, the MIE must know when your fiscal year starts.  January 1st is assumed, however that data may be adjusted via the FiscalYearStart setting.

The FiscalYearStart setting follows the form MM/DD - to define the starting month and day of your fiscal year.  By default it is set to 01/01.
