The MIE's functionality is largely driven by entries in its database.  The database contains definitions of all of the MIE's screens, access limitations, color schemes, editable fields, reports, and menu options.  It also contains most of the messages that may be displayed.  Most of the data-driven features of the MIE are available only to its developers.  The architecture is what allows for very fast addition of new features and functions.  Some of the features are available administrators.
